Inclusion Canada Submission to the National Housing Council Review Panel on
the Lack of Accessible Housing in Canada
Aug 11, 2026
The National Housing Council conducts formal human-rights-based reviews through independent review panels to investigate systemic housing issues in Canada. These panels gather public and expert input to deliver actionable recommendations to the federal housing minister, as mandated by the National Housing Strategy Act. After the hearing, review panels deliver a final report with recommendations to the federal minister responsible for housing. The Minister is required to respond to the review panel's report within 120 days.
Our submission expands on the lack of accessible housing to include lack of inclusive, deeply affordable, and accessible housing for people with intellectual disabilities in Canada. It outlines our vision for housing in Canada, details system-wide gaps, and makes recommendations for government action to make better progress on the right to live in community for people with intellectual disabilities in Canada.
